The basic standard defines the orientation of community hospitals.Community hospitals,with communities,families and residents as the service objects and residents'health as the center,provide basic medical services and basic public health services for common,frequently occurring and chronic diseases,which belong to non-profit medical institutions.
 
The basic functions of community hospitals should include:having the ability of comprehensive outpatient and inpatient diagnosis and treatment services for common diseases,frequently occurring diseases and chronic diseases,and providing appropriate operation items if the conditions are met;carrying out basic public health services,undertaking the public health management and family planning technical services in the jurisdiction,and providing personalized contract services such as health management and rehabilitation guidance It has the hierarchical diagnosis and treatment functions such as the first visit and two-way referral at the basic level of residents in the area,carries out telemedicine services,provides online follow-up services for some common and chronic diseases,and provides technical guidance and assistance to the surrounding basic medical and health institutions.
